About HOM
Horizon Ocean Management, Ltd. ("HOM") is an offshore wind power generation facility inspection and maintenance business company established by Mitsui & Co., Ltd., and Hokutaku Co., Ltd., the largest wind turbine maintenance business in Japan.
HOM utilizes the wind power generation equipment maintenance know-how cultivated by Hokutaku and the Mitsui Group and Mitsui's domestic customer base to provide domestic offshore wind power generation companies with equipment inspection and maintenance from wind turbines to basic structural parts. We provide comprehensive services. In addition, we aim to contribute to the formation and enhancement of a competitive and strong offshore wind power domestic supply chain through a wide range of business development such as quality control and inspection agency services in the procurement of materials and equipment for wind power generation facilities.

Hiroki Ishihara
Career
Joined Mitsui & Co., Ltd. in 1993. Throughout his career, he was primarily engaged in the trading of steel products within the Steel Products Business Unit, while also working on acquisitions and divestitures related to equipment, materials, and supply chain businesses in the energy sector. From 2012 to 2016, he was seconded to Global Energy (Holdings) Limited in Scotland.
Until March 2026, he served as President and Representative Director of Regency Steel Japan Co., Ltd., a steel structure fabrication company based in Kitakyushu, Fukuoka, and a joint venture between Singapore's Seatrium Group and Mitsui & Co., Ltd. He currently serves in his present position.

Taiga Higuchi
Career
After joining Hokutaku Co., Ltd., he built three years of experience in O&M services under the guidance of a Danish supervisor. During this period, he served as Project Leader for gearbox inspection, repair, and replacement projects.
He assumed his current position in April 2021.
